NARUC is pleased to announce that the Pennsylvania Public Utility Commission (PSC) and the Energy Regulation Board (ERB) of Zambia are pursuing an Energy Regulatory Partnership. NARUC, through cooperation and funding from the UUnited States Agency for International Development (USAID), will implement and oversee this partnership.
The first activity took place in Lusaka on February 21-25, 2005 and it dealt with the broad fundamentals of regulation such as authority, autonomy, accountability, structure, and functions. In addition, delegates took a greater look at consumer affairs and public participation as well as rate design. Also during this activity, NARUC formalized its partnership with the ERB through a Signing Ceremony of a Memorandum of Understanding.
The Energy Regulatory Partnership Program is a vehicle for the exchange of experience and information between U.S. and international regulatory bodies with the goal of improving regulatory practices and fostering long-term sustainable relationships between regulatory bodies in both countries. The purpose of this partnership is to create a framework through which U.S Public Utility Commissions will work with the ERB in developing its institutional capacity in market-based regulation. The partnership includes broad access to US regulatory practices and allows American regulators the chance to learn new techniques and methodologies as well as gain an understanding of the international regulatory environment.
