From 2008-2009 NARUC implemented a regulatory partnership between the Public Utility Commission of Texas (PUCT) and the Nicaraguan Energy Institute (INE). The partnership was made possible through funding from the United States Agency for International Development (USAID).The partnership was designed as a vehicle for the exchange of experience and information between U.S. and Nicaraguan regulatory bodies with the goal of improving market-based regulatory practices and fostering long-term sustainable relationships between regulatory bodies in both countries. The partnership allowed INE to have broad access to US regulatory environment enabled the PUC of Texas to learn new techniques and methodologies as well as gain an understanding of the regulatory practices in Latin America. In addition to cooperation with Texas, the partnership included a study tour to California, which focused on energy efficiency and regulation of renewable energy sources. The final activity took place in September of 2009.
