Under NARUC's Regional Energy Regulatory Program for Eastern Europe/Eurasia, NARUC is working with energy sector officials of the government of Azerbaijan. NARUC is organizing a series of training activities to promote independent and economically sound energy regulation. The Government of Azerbaijan has stated that they are committed to creating an independent utility regulator responsible for tariff, technical, and consumer service regulation. This program is funded by the United States Agency for International Development (USAID).
The first activity took place in March 2004, during which a NARUC delegation consisting of Commissioner Robert Clayton of the Missouri Public Service Commission, Commissioner Florin Gugu of the Romanian Electricity and Heat Regulatory Authority, Mr. Larry Holloway, Kansas Corporation Commission, Mr. Jason Czyz, NARUC, visited with energy sector officials in Baku, Azerbaijan.
