The National Association of Regulatory Utility Commissioners would like to announce officially the conclusion of the SEWRC/Bulgaria - NJ BPU/New Jersey Board of Public Utilities regulatory partnership program. At the same time, we would like to take this opportunity to thank the United States Agency for International Development (USAID) for long-term cooperation and generous funding of this project.

Within the framework of the NARUC Regulatory Partnership Program, which is designed as a vehicle for exchange of information and improving market-based regulatory practices, the State Energy and Water Regulatory Commission of Bulgaria (formerly, the State Energy Regulatory Commission) and the New Jersey Board of Public Utilities (NJ BPU) commenced an energy regulatory partnership with an introductory activity in Newark, NJ, and signing of a memorandum of understanding in May 2002 in Washington, DC. During the subsequent exchanges in Bulgaria and the US, both partners discussed the broad fundamentals and practices of energy regulation, as well as challenges specific to their regulatory work.

In the course of five years (2002-2006), the Bulgarian regulator implemented several changes within its consumer regulations to balance the interests of all stakeholders.

Several SEWRC staff were also sponsored in US-based international conferences, training courses and internship programs which allowed them to expand their understanding of US and global regulatory issues.
