The National Association of Regulatory Utility Commissioners would like to announce officially the conclusion of the HERA/Croatia - NYS PSC/New York State Public Service Commission. At the same time, we would like to take this opportunity to thank the United States Agency for International Development (USAID) for long-term cooperation and generous funding of this project.
Within the framework of the NARUC Regulatory Partnership Program, which is designed as a vehicle for exchange of information and improving market-based regulatory practices, the Croatian Energy Regulatory Agency (formerly, the Croatian Energy Regulatory Council) and the New York State Public Service Commission (NYS PSC) commenced an energy regulatory partnership with an introductory activity and signing of a memorandum of understanding in November 2003 in Zagreb.
During the first exchange in Croatia, the New York regulators, the HERA partners, and the NARUC delegation discussed the broad fundamentals and practices of energy regulation, as well as challenges specific for both agencies.
Six more exchanges followed in the course of six years (2003-2008), during which the Croatian regulator implemented new electric tariff methodologies and natural gas regulations for the restructured markets, discussed competition and unbundling. The Croatian regulators also adopted some of the incentive regulatory practices, and pricing methodologies for natural gas storage.
Several HERA staff were sponsored in US-based regulatory and utility strategy training courses which allowed them to enhance particular areas of expertise (price regulation).
Several USAID officials in Croatia have seen this bilateral program evolve into many sustainable professional linkages and personal friendships.
