From 2005-2008 NARUC implemented a regulatory partnership between the Public Utilities Commission of Ohio (PUCO) and 3 organizations from Ghana: the Public Utilities Regulatory Commission of Ghana (PURC), the Energy Commission (EC), and the Ministry of Energy (MoE) of Ghana. the Energy Commission (EC), and the Ministry of Energy (MoE) of Ghana. The partnership was made possible with funding from the United States Agency for International Development (USAID).

The partnership was designed as a vehicle for the exchange of experience and information between the U.S. and Ghana regulatory bodies with the goal of improving regulatory practices and fostering long-term sustainable relationships between regulatory bodies in both countries. This partnership allowed PURC to have broad access to US regulatory practices and enabled the PUCO to learn new techniques and methodologies as well as gain an understanding of the international regulatory environment.

The final activity took place in December of 2008.
