The National Association of Regulatory Utility Commissioners would like to announce officially the conclusion of the SEA/Kyrgyz Republic - WUTC/Washington Utilities and Transportation Commission Regulatory Partnership Program. At the same time, we would like to thank the United States Agency for International Development (USAID), CAR Representative Office in Almaty for cooperation and funding of this project.
Within the framework of the NARUC Partnerships Program, which is designed as a vehicle for exchange of information and improving regulatory practices, the Department of Fuel and Energy Regulation at the Ministry of Industry, Energy and Fuel Resources of the Kyrgyz Republic (previously known as the State Energy Agency) and the Washington Utilities and Transportation Commission (WUTC) commenced an energy regulatory partnership with an introductory activity in August 2003.
During the first exchange in Bishkek, the Washington Commission representatives, the Kyrgyz partners, and the NARUC delegation discussed the broad fundamentals and practices of energy regulation, their respective structures, relations with the government and legislatures, and a co-operative work plan was prepared for subsequent exchanges which have initiated active communication between both agencies.
Five more exchanges followed in the course of four years (2003-2006) during which both sides explored topics such as tariff design and rate setting; concession agreements and territorial franchises; customer protection and low-income programs; licensing and monitoring; regulatory capacities; practices to improve losses, and others.
The Kyrgyz agency was honored for its commitment and outstanding performance in the regional energy regulatory program during the ERRA annual meetings, May 23-24, 2007, in Istanbul. The Washington Commission was honored for its contributions to the partnership program at the NARUC Summer meetings, July 15-18, 2007, New York. Several USAID officials in Central Asia have seen the bilateral program evolve into many sustainable professional linkages and personal friendships.
