The National Association of Regulatory Utility Commissioners would like to announce officially the conclusion of the ANRE/Moldova - UB/Iowa Utilities Board Energy Regulatory Partnership Program. At the same time, we would like to thank the United States Agency for International Development (USAID), Representative Office in Chisinau for cooperation and funding of this project.

Within the framework of the NARUC Partnerships Program, which is designed as a vehicle for exchange of information and improving regulatory practices, the National Energy Regulatory Agency of the Republic of Moldova and the Iowa Utilities Board commenced an energy regulatory partnership with an introductory activity in July 2002.

During the first exchange in Chisinau, the Moldovan regulators, the Iowa representatives, and the NARUC delegation discussed the broad fundamentals and practices of regulation, and a co-operative work plan was prepared for subsequent exchanges which have initiated fruitful collaboration between both agencies. Five more exchanges followed in the course of three years (2002-2004) in both Des Moines, IA, and Chisinau, during which both sides explored topics such as tariff design and methodologies; customer protection and education; public relations; licensing, monitoring and accounting; energy system security; regulatory hearing process; and others. Both agencies were honored for their commitment and outstanding performance in the regional energy regulatory program during the USAID Partnership Summit, October 8, 2006, in Washington, DC.

NARUC's enhanced relationship with the ANRE and Iowa Board, through implementation of the Partnerships Program, has led to a number of positive results and accomplishments. We would like to highlight ERC's improved efforts in procedural and administrative regulations as well as technical and specialized applications of tariff methodologies, legal structure, customer dispute resolution, and licensing decisions. Although this formal partnership has ended, we look forward to the opportunity to continue to support Moldova's regulatory reforms so that the Commission can efficiently regulate the public utility service sector through continued access to Board's documents, annual reports, technical manuals, newsletters, and communication with the NARUC membership at large to assist in resolving substantive issues.
