Through financial assistance from the United States Agency for International Development (USAID), the National Association of Regulatory Utility Commissioners (NARUC) has provided regulatory access and capacity building in Kosovo since 2007. Our introductory workshops have exposed a wide range of Kosovo energy sector stakeholders to regulatory fundamentals, institutional issues and features of sound regulatory framework, and policy-making functions and enforcement capacity of energy regulators.
NARUC's teams of experts (U.S. state regulators, international regulatory practitioners, technical experts) have also focused on sector-specific technical approaches, case studies, methodologies and applications in tariff structures and pricing policies, financial analyses and cost recovery, approaches in incentive regulation, regional markets and restructuring, and social affordability of utility services.
In 2009, the Government of Kosovo initiated a number of critical reforms aimed at achieving stable and qualitative supply of energy to consumers and developing a long-term strategy for liberalization of the Kosovo electricity market compliant with the Energy Community Treaty provisions. The reform package includes separating the power distribution and public supply functions of the Kosovo Energy Corporation (KEK) and establishing a Disco with two licensed functions; and various transactions for leasing or selling the existing and developing a new generation capacity that will both require continued development of lignite fields to supply all existing and foreseen generators and potentially establishing two new companies. Through the series of reforms, the Government seeks to provide stable supply of power to customers, eliminate state and donor aid, attract much needed and long-deferred investment in the power sector, and define a course of gradual tariff increases to ensure steady revenue stream and cost recovery. NARUC's most recent work in Kosovo has included broad discussions with the country's policymakers, the energy regulator, senior utility management, technical experts, and donors on the importance of continued restructuring of the energy sector to ensure secure and uninterrupted electricity supply and long-term financial sustainability of the electric industry. In addition to technically focused discussions and social aspects related to Kosovo's unique situation, NARUC's experts have also reviewed international best practices and regional experiences in managing transition to liberalized electricity markets.
